The Partnership submitted comments in response to the National Science Foundation’s Request for Information on a 2025 National AI R&D Strategic Plan. In the comments, the Partnership makes three recommendations, noting the federal government should seek to: (1) promote sustained federal investments in high-performance computing, interoperable AI infrastructure; (2) develop public-private partnerships to leverage private industry expertise in the pursuit of national science and security priorities; and (3) build a federal workforce equipped to lead government-scale AI Partnership for AI Infrastructure R&D initiatives.

Proposal: Building Defense AI Factories for National Security

The United States faces an urgent threat to its AI leadership as China rapidly advances state-backed AI initiatives, shrinking our edge from years to weeks. AI is increasingly central to national security, with implications for deterrence, intelligence, defense innovation and global security. To maintain strategic dominance, we propose a $10 billion investment in a “Defense AI Factories Program” at the Department of Energy’s National Nuclear Security Administration (NNSA). This initiative would establish cutting-edge AI infrastructure, supercharge federal capabilities, and catalyze private sector innovation for defense, securing U.S. leadership in AI-driven national security.

The Partnership for AI Infrastructure submitted comments in response to the White House Office of Science and Technology Policy Request for Information on the development of an AI Action Plan, highlighting the need to advance critical AI research and development in partnership with our nation’s national labs, as part of a larger strategy to help the US maintain global leadership in AI.

Partnership for AI Infrastructure files a Letter for the Record

The Partnership submitted a Letter for the Record to the House Science, Space and Technology Committee’s Subcommittee on Energy hearing, “From Transformative Science to Technological Breakthroughs: DOE’s National Laboratories”. The letter outlines the critical need for federal investments in artificial intelligence (AI) research and development (R&D), including at our nation’s national labs, to advance our national science, security, and technology objectives.
